Hotel apartment vs serviced apartment in Dubai: the difference is the licence, not the name. A hotel apartment is a hotel establishment licensed by Dubai's Department of Economy and Tourism (DET). "Serviced apartment" describes the service, not a licence type. A holiday home is a residential flat or villa with a DET permit, and a yearly lease is a residential tenancy registered on Ejari.
For a stay of one to six months, that label decides what is added to the rent, which ID you need and what you sign. Below, the four options are compared using the rules published by DET, the Federal Tax Authority (FTA) and the Dubai Land Department (DLD), and what we see across the 458 Dubai listings on HotelApartments.com.

Hotel apartment vs serviced apartment: is there a difference?
In Dubai, "hotel apartment" is a licence category. DET's Administrative Resolution No. 2 of 2020, which sets the rules for the Tourism Dirham, lists hotel apartments next to hotels, resorts, guest houses and holiday homes as hotel establishments licensed under Decree No. 17 of 2013. "Serviced apartment" is not on that list. It describes an apartment that comes with hotel-style services such as housekeeping and a front desk.
The tax rules draw the same line. The FTA's real estate VAT guide says a residential building is not a building used as a hotel, and not "a serviced apartment for which services in addition to the supply of accommodation are provided". Those are standard-rated at 5% VAT. Renting an existing residential home on a lease is exempt.
The name on the building will not tell you which you are booking. Of the 134 Dubai properties in our search index, 32 have "Hotel Apartments" in their name, one says "Serviced Apartments", 18 are "Residences" and 17 are "Suites". The other 66 use a hotel brand or another name. What matters is the licence, what the price includes and the terms you sign.
What you get is often similar. Of our 458 Dubai listings, 413 list a fully equipped kitchen, 411 a washing machine, 424 a pool and 406 free parking. Housekeeping ranges from daily to weekly depending on the building, so check each listing.
What is a holiday home in Dubai?
A holiday home is a residential apartment or villa rented to guests under a DET permit. DET says all apartments and villas must be registered and approved before they are listed. The Tourism Dirham resolution counts holiday homes as hotel establishments, so the fee applies to them in the same way as to hotel apartments.
A holiday home can suit you if you want a flat in a residential building rather than a hotel-run block. The host may be the owner or a management company, so check the DET permit and who you are paying before you transfer money. Ask whether the price includes VAT: the FTA's real estate guide does not mention holiday homes by name.

A yearly lease brings the most paperwork: Ejari, post-dated cheques and utility accounts.
When does a yearly lease make more sense?
A yearly lease is a residential tenancy, and it needs residency paperwork. The UAE government portal says a tenant must provide a copy of their passport, a valid residence visa and an Emirates ID, plus post-dated cheques for the lease period. The DLD says a UAE ID is mandatory to register a tenant on Ejari; GCC nationals can register with their passport details.
On top of the rent, plan for:
- Ejari registration: AED 177.75 through the Dubai REST app or the DLD website, or AED 220 at a Real Estate Services Trustee Centre.
- Housing fee: 5% of the yearly rent, paid to Dubai Municipality through your monthly electricity and water bills.
- Broker commission: some brokers ask for up to 5% of the total rent.
- Security deposit: Article 20 of Law No. 26 of 2007 lets the landlord take one and requires it, or what remains of it, to be refunded when the lease ends. The law does not set the amount.
- Utilities: a registered lease is needed before water, electricity, gas and telecoms can be connected.
If you already hold a residence visa and will stay a year or more, price a lease's total first-year cost against a monthly stay. If you are still waiting for your visa, or staying one to six months, a hotel apartment or a holiday home avoids the lease paperwork and fees above. For current monthly prices by area, see how much a hotel apartment costs per month in Dubai.
Which should you choose for one, three or six months?
- You arrive before your residence visa or Emirates ID: a hotel apartment or a holiday home. A yearly lease needs both, and Ejari needs a UAE ID for everyone except GCC nationals.
- One to three months: a monthly hotel apartment. Of our 458 Dubai listings, 449 have a 30-night minimum, and the Tourism Dirham stops after 30 consecutive nights.
- A family that needs two or three bedrooms: compare sizes before areas. Across the 448 Dubai units with a monthly asking price, the median is AED 15,000 a month for two bedrooms (112 units) and AED 24,000 for three or more (54 units).
- Six months or more, with a residence visa: price a lease, with the costs above, against a monthly stay. Some operators change the deposit for longer stays, for example 5% of the total for bookings of three months or more, so ask.
- Your employer is paying: ask about corporate housing. Corporate clients get a dedicated account manager, and approved accounts receive consolidated invoicing.
What to check before you pay
- The licence. A hotel apartment is licensed by DET, a holiday home needs a DET permit, and a lease needs Ejari.
- The full price. Ask whether the monthly price includes 5% VAT, the Tourism Dirham (AED 7 to 20 per room per night depending on the property's category, for the first 30 consecutive nights) and any supplement. Of our 458 Dubai listings, 409 say an event supplement can apply during major events and exhibitions.
- The deposit. How much, and when it comes back. Of our Dubai listings, 287 mention a deposit of 10% of the total. Under our reservation terms, the deposit is collected before check-in and released within 10 days of departure, or later if the operator needs time to replace a missing or damaged item.
- One continuous booking. Checking out restarts the Tourism Dirham count; moving to another room in the same building does not.
- Leaving early. Under our reservation terms, unused nights are not refunded, so book the length you are sure of.
Ask for one written total Before you pay, ask for a written quote for your exact dates that lists the rent, VAT, the Tourism Dirham, any supplement and the deposit. Our listed monthly prices are estimates and can change with availability and season.

Frequently asked questions
Is a hotel apartment the same as a serviced apartment?
Not always. In Dubai, a hotel apartment is a hotel establishment licensed by DET. "Serviced apartment" describes hotel-style services and is not a licence type, so ask whether the unit is a DET-licensed hotel apartment, a holiday home with a DET permit or a residential lease. The answer changes the VAT, the Tourism Dirham and what you sign.
Do you pay VAT on a hotel apartment in Dubai?
Yes. The FTA does not treat a hotel, or a serviced apartment that comes with services on top of the accommodation, as a residential building, so the rent is standard-rated at 5% VAT. Renting an existing residential home on a lease is exempt. Ask whether a quoted monthly price already includes VAT.
Is the Tourism Dirham charged on a monthly stay?
Only for the first 30 consecutive nights. DET's Resolution No. 2 of 2020 applies the fee to hotel apartments and holiday homes per room per night and stops it after night 30. Checking out restarts the count; moving to another room in the same building does not. A yearly lease does not pay it.
Can I sign a yearly lease in Dubai without a residence visa?
Usually not. The UAE government portal lists a valid residence visa and an Emirates ID among the documents a tenant must provide, and the DLD needs a UAE ID to register a tenant on Ejari. GCC nationals can register with passport details. Until your visa is done, a hotel apartment or a holiday home is the practical choice.
Are holiday homes legal in Dubai?
Yes, when they have a DET permit. DET says every apartment or villa must be registered and approved before it is listed as a holiday home. Ask the host for the permit, check who you are paying, and ask whether the price includes VAT and the Tourism Dirham, which applies to holiday homes as it does to hotel apartments.
How much is the deposit for a hotel apartment in Dubai?
It is set by each operator. Of our 458 Dubai listings, 287 mention a deposit of 10% of the total; some ask 5% for stays of three months or more, and a few ask two months of rent for yearly bookings. Under our reservation terms, the deposit is released within 10 days of departure.
Which is better for a three-month stay in Dubai?
For most people, a monthly hotel apartment: it is furnished, you check in with your passport, there is no Ejari, and the Tourism Dirham stops after 30 nights. A holiday home with a DET permit also works. A yearly lease needs a residence visa and Emirates ID and is built for a full lease period, so it rarely fits three months.
